The daughter of Henry L and Minna Elisabeth (Ulrich) Fluegge, Minnie was born on April 29, 1928, in Bernadotte Township, Nicollet County, Minnesota. She was united in marriage to Donald Raddatz of Redwood Falls, Minnesota, on November 14, 1948, at St. Paul's Lutheran in New Ulm and they lived in Redwood Falls. Don and Min were blessed with four children: Mark, Mary, Jayne, and Joyce Melanie.

After graduation, she worked at Northwestern Bell Telephone Co. as a phone operator and participated in the strike which led to the eventual end of the National Federation of Telephone Workers Union.
