The Minnesota Pollution Control Agency (MPCA) has opened a period for public comments about reissuing the permit for the Morton Wastewater Treatment Facility, located at 700 W. First St. NE, in section 31 of Birch Cooley Township. The public comment period began on Dec. 9, and continues through January 2, 2012. The current permit was issued on Sept. 18, 2007, and expires on April 30, 2012. The MPCA Commissioner has made a preliminary determination to reissue the Morton wastewater treatment plant’s permit for approximately five years. The application and plans indicate the existing facility consists of one lift station, a manual bar screen two aerated ponds, an ultraviolet disinfection unit, and approximately 300 feet of outfall pipe. The two aerated ponds have a maximum surface of .71 acres each. The facility has continuous discharge into the Minnesota River, and is designed to treat an average wet weather flow of 132,700 gallons per day. (For complete information, the facility is described in specifications on file with the MPCA in St. Paul.) To get a copy of the draft permit, or for any questions about the permitting process, contact Ashley Kleven at the MPCA at 507-476-04264. If you have comments about the plant or wish to petition the MPCA for a public informational hearing, write to Kleven at Municipal Division, 504 Fairgrounds Road, Suite 200, Marshall, Minnesota, 56258.
